TL;DR

Joule has won the public tender for bike leasing for the Belgian federal government. Starting in 2026, around 70,000 federal civil servants will be able to join a centralized bike leasing program via FPS BOSA. The rollout is currently being prepared with a lot of energy and engagement. Exact timing and practical details will be shared through official communication from FPS BOSA.

From 2026, federal civil servants get on their bikes with Joule

It’s official: Joule has been selected as the exclusive bike leasing partner for the federal government. This means that around 70,000 federal civil servants will be able to lease a bike starting in 2026.

The coming months are all about preparation, alignment, and rollout. Behind the scenes, teams are working hard to ensure a smooth launch, with one clear goal: to get as many federal employees as possible cycling in an accessible, safe, and seamless way.

What does this mean in practice?

To make bike leasing possible within the federal government, an official public procurement procedure was launched. That process has now been completed, and the contract has been awarded to Joule.

This marks the first time bike leasing will be rolled out structurally and at scale across federal organizations. It is a major step toward a more modern mobility policy, with sustainability, well-being, and flexibility at its core. For Joule, it is also a strong confirmation of our experience in complex organizations and public sector environments.

Employees can expect a user-friendly approach, clear communication, and digital tools to choose and manage their bike. At the same time, this bike leasing program supports broader goals around sustainable mobility, health, and well-being. By making commuting more flexible and enjoyable, cycling becomes a realistic alternative for many more people, without added complexity or hassle.

Strong interest among federal civil servants

It quickly became clear during the preparation phase that bike leasing is highly anticipated within the federal government. Thousands of federal civil servants have already indicated that they would like to start bike leasing in 2026.

This interest fits perfectly with how people view mobility today. More and more employees combine different modes of transport, want to commute in a healthier way, and are looking for solutions that align with hybrid work patterns. Bike leasing responds directly to these needs and lowers the barrier to choosing the bike more often.

Joule’s role in this story

As the bike leasing partner, Joule is responsible for the practical and operational implementation of the program. This includes an all-in leasing formula with the bike itself, maintenance, insurance, and roadside assistance, supported by digital platforms and hands-on support for both employees and administrative teams.

Our role goes beyond leasing alone. We support employers and employees from A to Z, from rollout and communication to ongoing support, ensuring that the bike leasing program truly works in practice. In doing so, we help build a mobility policy focused on climate goals, vitality, and modern employer practices, with minimal administrative burden.

What’s next?

The coming period will focus on further preparation. FPS BOSA, OISZ, and Joule are working closely together on the practical rollout, internal communication, and support for federal services and employees. Information sessions and additional guidance will follow once everything is ready.

So a little patience is still required, but one thing is certain: the federal government is shifting up a gear toward sustainable mobility and cycling. And at Joule, we’re genuinely excited about what’s ahead.
